About NASPO ValuePoint
The NASPO ValuePoint Cooperative Purchasing Organization (formerly WSCA-NASPO) provides the highest standard of excellence in public cooperative contracting. By leveraging the leadership and expertise of all states with the purchasing power of their public entities, NASPO ValuePoint delivers best value, reliable, competitively sourced contracts. Since 1993 NASPO ValuePoint has been the cooperative purchasing arm of NASPO (the National Association of State Procurement Officials) encouraging, fostering and guiding the nation’s most significant public contract cooperative. NASPO ValuePoint is a unified, nationally focused cooperative aggregating the demand of all 50 states, the District of Columbia and the organized US territories, their political subdivisions and other eligible entities spurring best value, innovation and competition in the marketplace.
Who can use NASPO ValuePoint contracts?
Every public agency, institute of higher education, and political subdivision may use NASPO ValuePoint contracts. Each state determines, in accordance with its own state statutes, whether it will use each NASPO ValuePoint contract and which entities within their state may use each NASPO ValuePoint contract, including state agencies, higher education institutions, political subdivisions, and in some states, non-profit organizations.
What is the Participating Addendum?
A Participating Addendum is a bilateral agreement executed by a Contractor and a Participating Entity incorporating the terms and conditions included in the original solicitation and any other additional Participating Entity specific language or other requirements, e.g. ordering procedures, or other terms and conditions unique to the participating entity. The purpose of a Participating Addendum is to afford each party using a NASPO ValuePoint contract the protection of the solicitation’s terms and conditions.
Typically, a Participating Addendum is signed by the Procurement Official of the State authorizing participation by all eligible entities of that state. In some cases, where the state has not signed the Participating Addendum, political subdivisions may executive their own Participating Addendum with the approval of the state’s State Procurement Official.

Discounts and Pricing
The discounts below reflect the minimum discount off of VMware’s published price list that customers will receive when placing an order. VMware will hold these discounts firm for the term of the contract. If VMware (or an authorized reseller) fulfills an order under the contract, they may offer the customer greater discounts than the contract minimum discounts provided. VMware will pay NASPO ValuePoint their administrative fee of 0.25%.

+ Provided in the table above are the VMware Not to Exceed (NTE) Hourly Rates for professional services. The NTE Rates are only available for purchase through an agreed upon Statement of Work (SOW) between the customer and VMware. The NTE Rates may be purchased for Time & Materials (T&M) or Firm Fixed Price (FFP) engagements.
Quote and Purchase Orders
Once a state or entity executes a participating addendum, VMware will assign multiple authorized VMware resellers to the contract for sales and fulfillment. Authorized users may contact the reseller(s) of their choice for price quotes and to fulfill a purchase order.
